Value: $25.0M DESCRIPTION:The Department of Human Services (DHS) own over 40 high-rise public housing buildings and plan to refurbish these over a ten year period. The program of work involves the ongoing refurbishment of units, with each floor of between eight and twelve units treated as a separate contract. To date, Arrow has completed twenty-five floors, containing a total of 280 units, over a 30-month period. ARROW'S ROLEArrow International was engaged as Construction Manager in February 2002, reporting through an external Project Manager to the DHS. UNIQUE ASPECTSDue to traditional probity requirements, Construction Management is not commonly used by Government Departments. However, Arrow has been able to customise the Construction Management model to ensure that Government policies and procedures are maintained. With site access shared with residents, Arrows site management procedures have ensured minimal disturbance to residents and the sites have remained secure. After the first phase of works was completed, the DHS required costs to be reduced due to reduced government funding for the work. Arrow, in conjunction with the Quantity Surveyor and the team of contractors, reduced the trade cost by 13% through value engineering the scope of works.
